The sea glass is from the shores of the UK where for over 100 years, glass manufacturers tossed scraps into local waters. This piece looks to have been the end of a punty or pontil rod which was tipped with the cheapest color available. The tips were discarded when the bottle of object was finished, in this case, into the sea.
Much of the sea glass in white started out as bottles.
